Not so. In some breeds males get small dewlaps, overweight or not. All of my Rex bucks have small dewlaps about the size of a US dollar coin. There are breeds where even does aren't suppose to have them. My Netherland never had one.

I've seen male rabbits with dewlaps. They are usually smaller than a female dewlap. From what I have seen, it seems to indicate a male rabbit that is on the plump side. Think about people... We all know men who have what looks life small female breasts. I think the analogy is fairly accurate.

Those men also have a higher percentage/ratio of estrogen in their bodies. Is everyone aware that fat cells produce estrogen? Not good if you want a nice working buck!!!
 
I would have to get a picture to you. These bucks are well within breed standards, they are around 7 1/2 lbs, not at all over weight for a Rex. The dewlap is about the size of a silver dollar, maybe an inch around. Most of my does that have been bred have bigger dewlaps than that, but I also have jr does with larger dewlaps, and a doe that has had two litters and the dewlap is no bigger than the bucks.
