Where can you purchase a pair of White tail Jack Rabbits?

Depends on where. In most places it's illegal to keep wild species, also, as hares I'm pretty sure they aren't easily kept in captivity, not bred to live in closed spaces and solitary animals - so it'll be pretty hard to find a legal source, or any at all.
I would contact a wildlife rehab facility or authority in charge managing wildlife with this question
