Rex coat is a hard thing to get right, it's not just putting two rabbits together to get rex fur. It takes a while to work out the kinks, to get even fur texture and color, which doesn't even happen in Rexes all of the time.

I thought Vlops were in better shape than lionheads as far as COD.

A couple of months ago, I would have had to agree with you. But since then, ARBA has made strides to accept the skirt length on the DM's. Singles are not holding their mane at Senior. DM's are too "fuzzy" at Jr, but hold beautiful manes at Sr. So the COD's are working with ARBA and they got some guideline and changes on the skirts for Jr.s So far, it looks good for Lion heads being accepted. WHOO HOO. Finally there is really good communication with both Lion head breeders and ARBA.

The plush lop actually seems to come in two sizes. A full size and a miniature. here is a site of someone from Australia who raised, tried to raise them. It basically tells her story step by step. In the end she gave up, but I find these more attractive then the Velveteen lops. Of course being a Mini lop breeder/lover that might have something to do with it!

Ok, so I pulled this out of the readings-- if this is the case, how can the velvet lop become a separate breed?

because one of ARBA's rules states that a new type of rabbit cannot be recognized as a "breed" if it only differs from an existing breed in coat quality. That is, if a Mini Plush Lop is the same as a Holland Lop, except the Mini Plush Lop has rex fur, it is not considered "different" enough to be recognized as a separate breed.
 
Mini plush lops were developed by a breeder in ohio. Just rex fur.

The astrex coat is something completely different, not at all like the noraml coated rex, so those ones in canada are completely different from what's being worked on in the states.
