No, they do not have to be registered. Rabbits cannot be registered until the age of 6mos. Meat Pens are usually only about 8-10wks old. They don't usually even have to be fully pedigreed.

You only bring the kits that are part of the meat pen.

Yes, that is the idea. You want them to be as identical in size, shape, coloration and weight as possible.
