I don't think the blue is a recognized color but not sure about 4H. Our breeder has them, saw a litter that was a couple hours old. Parents were beautiful! Very tempting!
I think 4H has a pet class for mixed or not recognized varieties, you'd have to check that out but I believe that was what I was told. My boys are just getting involved with 4H so it is new thing to me.

The Blue New Zealand is in the COD(Certificate of Development)part of it's approval and will have it's first showing at the Wichita, Kansas convention.3 separate people have the COD as of now & breeding this new variety. I have not seen them but the Blue American is a fantastic looking rabbit. I would imagine that they would want it approved before the new SOP is released in 2016.
