I've seen this before. Good for him, exploiting a "loophole!" I had friends who applied for a permit to build a lean-to shelter for their horses, and they were denied...next thing they knew, AR people were all over them for having "inadequate shelter." Kind of a danged if you do, danged if you don't situation! Glad he found a way around it!!!!!!!!!!!!
