It appears that in Virginia, there is a rabbit program that offers free inspection, you get 1 annual inspection and 1 "surprise" inspection but they are free. You have to hold to USDA standards but don't have to pay for the USDA inspections and cannot say that the meat is USDA inspected. The license is good for a year and can be renewed as needed.
