Tattoo redo??

My hunky, chunky buck, Payton came with the tattoo PAY done by a tattoo pen. It's totally faded. I can still see the PAY but there is no color left. I use the clamp. Will it be okay to tattoo over it with the clamp?

i don't know what the ARBA rules are about doing over a tattoo like that. I know tattoos are often touched up though. With a pen it's easy, but it's done so not sure about the clamp aspect. (I know, fine lot of help I am)
