Swollen Urethra on 3 week kit

My friend's Holland litter is about 3 weeks old now and one of the babies, a doe, has a red, hard, swollen urethra. What could be causing this and how should it be treated? This happened with the last litter from the same mother. All of the babies ended up dying one by one. We really don't want this to happen again!

Im not sure, It could be stones or sludge. Take her and the kits to the vet. Or you could just get a urin sample and take it to the vet. Keep us posted.
