I finally got a hold of a REW MW with papers and the doe was doing really well in her new hutch. Something must of spooked her and lost the use of the hind legs.

Even with daily cleaning and changing the litter, fly larva showed up on her private area 6 days ago and I promptly washed them off and sprayed Blu-Kote (works awesome!) The REW doe still have normal poops and appears to have some use of the legs, kicking and feels pain on her privates during cleaning. Each day there was less urine to manually empty, I notice more puddles on the litter box too!

Is this still a death sentence for my bunny?

The bunny still has a great appetite and I've treated her water with Grapefruit Seed Extract. Thinking of using anti-biotics that was leftover from previous vet visit.
 
Sounds like she's regaining some use... she may continue to recover. She might have bruised her back, rather than breaking it. You may just be waiting for swelling to resolve.
