I've never understood what 'sanction' means, in relation to a breed at a show or the show itself. Does someone pay for this? Does a club pay for it? What happens if a particular breed is not sanctioned?
 
Sanctioning a breed means that the results of that show are sent to the breed club to count for sweepstakes points
A rabbit can still show and learn legs if its breed isnt sanctioned
Usually a breeder will pay to have their breed sanctioned, but sometimes certain clubs will pay for the sanctions for the more popular breeds.
 
Yes, I am pretty sure. I think you have to have 3 legs to be champion.
If a rabbit has earned three legs, it is kind of unofficially a Grand Champion.

Technically, though, there are a few other requirements:
1) The legs have to be earned under at least two different judges.
2) At least one of the legs must be earned when the rabbit is shown as an intermediate or as a senior.
3) The rabbit must be registered with the ARBA.
4) You need to send copies of at least three legs, including the rabbit's birthdate and registration number, plus a small fee, to the ARBA office.

The ARBA will then send you a certificate of Grand Champion certificate, which has a GC number that you'd include on pedigrees
