Is this a steel?

I'm trying to figure out what color this little guy is... are these scattered white guard hairs considered steel? Following is a pic of mum, we originally thought she was a self but maybe she's double steel?

He also is very clearly banded, black tip, gray middle, white root... clear divisions between the colors, not fading from one color to the next like his brothers.

He's almost ready to shed, but if you're used to looking at angora fur, you can clearly see the bands I was talking about.

Pluck some hairs and examine them on an unicolored background.
If your rabbit have completely white hairs its not steel.
Btw, on steel the white/gold is in fact not the tip, but the narrow middle agouti band.
