That looks more like a chestnut to me, albeit a tad light in color. I think he's got too much black ticking, all over, to be an orange. Sometimes you can have a chestnut look like that when it carries the wideband gene but not the non-extension gene.
I know that's kind of technical, but in a nutshell oranges are chestnuts with some dark color removed and the rufus color extended, so they can be pretty similar.
The good news is that Hollands are only shown in two groups, solid and broken, so it won't make too much difference - you'd show him as a solid.
If you have his pedigree it might make a little more sense.
He looks like he's got some nice ears, anyway, which is important in a Holland.
