Colony doe's nest tunnel is getting dug up by another doe, need advice

Is it normal behavior for a doe to dig up another doe's nest? The nest is located deep underground at the end of a tunnel, approx 3 feet long, that the mother doe created.
The doe who is digging is the alpha, and is not the mother of the 4-day old kits in the nest. She (the alpha) had experienced a false pregnancy last month.
The mother doe is the beta and is so docile that she is getting run off when she approaches the situation.
Anyone run into this kind of event? Advice appreciated, thanks
