Can High Urine Guards Function as BabySavers?

Got a pair of Bass triple-stack cages without baby-saver wire. Can 4-1/2" high urine guards stop babies from falling out of the cage?
 
I also have the triple stack bass cages with the urine guards, and I can't see how a newborn could slip out. That's about all those urine guards are good for.
 
Large breeds should be fine and probably dutch or minis but I'd watch them. I had some netherlands climb 3' when they were hardly out of the box and possibly still small enough to fit through wire. They climbed out of a cage made of 1/4x1/4" hardware cloth that I hadn't put a roof on yet. I figured the several feet in height was good enough. Unfortunately I also had a checkered giant in the colony underneath that killed all small rabbits and every kit that landed on the ground was dead. Some did land on a section of the frame sticking out from under the cages and were recovered.
