Also known as bridal wreath.
It's in the rose family, and is a plant that has methyl salicylate (aspirin) in it. so...I'm not finding it on any safe plants list, nor on a toxic list. Since the things are almost impossible to kill once you plant them, and they get HUGE..AND need pruning to rebloom again...I was thinking this might be a good "woody plant" for rabbits? (and I just happen to have put in 4 big shrubs and 4 little ones yesterday
