Rough fur spots on a mini rex

I recently got a new mini rex buck. He seems to have some "rough" spots on his back. They just don't seem as soft as the rest of him. When I pet him, they go away after a bit, but then they come right back. Any ideas what might cause this?
 
Probably molting or he's sitting under the water bottle and the hair is drying stuck together. One of my chocolates liked to do that in the summer.
 
some rabbits look down right weird when they molt--NZ reds get grayish red patches in almost a streaky splatter pattern, freaked me out when I first saw it.
 
He is about 4 months old. Is he just getting his "big boy" fur? When I checked him this morning, his fur looked great! Only one tiny, tiny patch that was rough. Almost like it got wet, curled and stayed that way. I have been giving him sun flower seeds and some oats.
