I checked the box to allow users behind proxy servers to comment.

Do I really need to set the others, as long as I always moderate a user's first comment? I know that I don't always want to register somewhere just to leave a comment... I just think of all these little-used, forgotten accounts sitting out there.

It's up to you. You will have spambots find you if you don't restrict comments to logged in users. If you'd rather sift through your comment queue to delete those every so often, then you can do that.

What I posted above is just a guideline, not a rule. Personally, on my own sites I like to moderate all comments regardless of who makes them. What if you had a falling out with someone, or some dreaded forum drama hit RT? Then again, I'm paranoid by nature, so yeah, feel free to set these things entirely to your own preference. :)

Am I correct that these settings would allow only logged-in members of the RabbitTalk forums to comment on the blog?

Yes, that's how it works. I have it set up so that anyone logged into the forum will be automatically logged in on the blogs just by visiting them. If you don't want that, just untick the "users must be registered and logged in to comment" setting. Be prepared to tidy up some spam comments though, especially when also allowing proxies.
