How do you not waste a bunch of hay?

How do you not waste a bunch of hay?

So since winters coming, I started feeding alot more hay (In summer it insulates the cages so I can't feed enough) and I noticed how much falls out throw the cages, all still perfectly good but they pee in it and make it unusable but it's alot of hay. Half of the cages have a bunch of hair they just don't want or they peed on. Is there something I missed? How do I not throw out all this hay?

I have always used hay mangers , on outside of the cages so rabbits must pull hay through the 1" x 2" wire..
meat-mutt rabbits, a few laying hens.

My cages have 1cm^2 wire so not much of an opinion......maybe I can rig something up like that though

I feed hay cubes - they double as chew toys and less waste.

I put metal baskets in but they jump in and play with it instead of eating but it just got really cold so I think they will start actually eating it
