Well, not much, anyway. The rest of the litter is between 4 and 4.5 pounds. This one (almost pure white from two broken New Zealands) is still only 2.5 pounds.

They're ten weeks old tomorrow. There were 7 in the litter; 6 survived. Strangely, this rabbit was the biggest and strongest of the bunch early on. Seems healthy otherwise, although a bit less active than the others.

Is there anything we can or should do? Will it likely grow to a normal size eventually, or would this be one to cull now for some reason?

It happens sometimes. Some just fade away and die while others are just undersized and not doing well.

I take it these are meat rabbits and you will be sending them to freezer camp before long. If the small fryer seems otherwise healthy and happy, I would just butcher it along with the others when the time comes. You won't get near as much meat from it, of course, but no reason to waste what there is.
