What is the technical name for this color and how does it happen? I think it's called Ermine, but I may be thinking of something else.

In cold weather you may see some color on the tail, nose or ears. Ermines sometimes have very light gray eyes and people mistake them for blue eyed whites. They are no where close to the crystal blue of the BEW.
